Uber Technologies Inc. has begun locking New York City drivers out of its app during periods of low demand in an attempt to fight a minimum wage rule, and Lyft Inc. is threatening to do the same. As a result, some drivers say their wages have fallen by as much as 50%.

At the heart of the move, say the two companies, is a six-year-old pay rule in New York that, among other things, requires firms like Uber and Lyft to pay drivers for the idle time they rack up between rides. The lockouts, which began last month, are aimed at limiting how much non-passenger time drivers are able to log and be paid for. Drivers, meanwhile, say they need to work longer hours to earn the same amount as before.

  • By HALELUYA HADERO - Associated Press

NTSB to discuss cause of fiery Ohio freight train wreck, recommend ways to avert future derailments

  • By JOSH FUNK, TOM KRISHER AND PATRICK ORSAGOS - Associated Press

Eastern Ohio residents will learn more Tuesday about the fiery Norfolk Southern train wreck that derailed their lives when the National Transportation Safety Board holds another hearing in their hometown about the disaster last year. The hearing is expected to disclose new findings from the investigation into the February 2023 derailment near the Ohio-Pennsylvania line. The agency also will make recommendations for averting future derailments. The agency has already said it believes the crash was caused by an overheated bearing on a railcar and that officials didn't need to blow open five tank cars of vinyl chloride and burn the toxic chemical to prevent an explosion. Congress has yet to act on rail safety reforms proposed after the derailment.

A romance turned deadly or police frame job? Closing arguments loom in Karen Read trial

  • By MICHAEL CASEY - Associated Press

Jurors in the murder trial of Karen Read must decide whether she was a callous girlfriend who drove off after killing her Boston police officer boyfriend with her SUV, or whether police framed her to cover a brutal beatdown by his fellow officers. Lawyers are to give closing arguments Tuesday before jurors consider the wildly differing accounts of the death of Boston Police Officer John O’Keefe. Prosecutors contend Read struck O’Keefe with her Lexus SUV and drove off in January 2022, leaving him unconscious in the snow after a night of bar hopping. But the defense said she was a “convenient outsider” who saved them from having to consider other suspects.

Timeline of the Julian Assange legal saga over extradition to the US on espionage charges

  • By SYLVIA HUI - Associated Press

WikiLeaks founder Julian Assange has been fighting for years to avoid extradition to the United States to face charges related to his organization’s publication of a huge trove of classified documents. On Monday, news came that Assange will plead guilty to a felony charge in a deal with the U.S. Justice Department. This will allow him to walk free and resolve his long-running legal saga that spanned multiple continents and centered on the publication of a trove of classified documents. He has been in custody in a high-security London prison since 2019 as a back-and-forth with the U.K. courts dragged on over whether he can be sent to the U.S.

Team combs fire-ravaged New Mexico community for remains of the missing

  • By SUSAN MONTOYA BRYAN - Associated Press

Residents are returning to a fire-ravaged village in the mountains of southern New Mexico. The mayor warns that some parts of Ruidoso remain off limits as special search and rescue teams go house to house along the hardest-hit streets. They're looking for the remains of people who are still unaccounted for after the South Fork and Salt fires ripped through the area last week, killing at least two people, forcing thousands to flee and destroying more than 1,500 structures. The mayor says 29 people are on the list. Firefighters also worked Monday to bolster fire lines and prevent hot spots from flaring ups.

Alec Baldwin attorneys argue damage to gun during testing was unacceptable destruction of evidence

  • AP

Defense attorneys for Alec Baldwin say the involuntary manslaughter charge against him in the 2021 death of a cinematographer on a movie set should be thrown out because the gun was damaged during FBI testing. The actor's lawyers argued in a New Mexico court hearing Monday that the prosecution knew the revolver could be destroyed during testing, and that amounted to deliberate and outrageous destruction of evidence they might have used to exonerate him. Prosecutors argued that the gun was not destroyed and there are plenty of means left for his defense. A judge expects to rule on the motion to dismiss on Friday.

Maui ponders its future as leaders consider restricting vacation rentals loved by tourists

  • By AUDREY McAVOY - Associated Press

The mayor of Maui County in Hawaii wants to stop owners of thousands of vacation properties from renting to visitors. Instead, he wants the units rented long-term to people who live on Maui to address a chronic housing shortage that intensified after last August’s deadly wildfire. The mayor’s proposal faces multiple legislative and bureaucratic hurdles, starting with a planning commission meeting Tuesday. The outcome will shape whether Maui continues to cater to tourists or whether it will curb tourism to address complaints that visitors are overwhelming the island. The units in question account for about half of Maui’s legally operated short-term rentals.

  • By BERNIE WILSON - AP Sports Writer

Jurickson Profar’s two-run, bases-loaded single with two outs in the 10th inning lifted the San Diego Padres to a wild 7-6 victory over the Washington Nationals. Profar’s hit into the right-center gap bounced over the fence. Profar rounded first base, swerved toward the infield celebration and pulled off his helmet and raised his arms in the air. The winning hit came five batters after Jackson Merrill hit a two-run single to center off Hunter Harvey (2-3). The Padres hadn’t had a baserunner since the third inning. Wandy Peralta (2-1) got the win.

More rain storms are possible in parts of the deluged Midwest, where flooding after days of heavy rains has killed at least two people, sent a river surging around a dam and forced evacuations and rescues. Two deaths were confirmed by Iowa and South Dakota officials. Additional rain and severe storms are possible later Tuesday in parts of Iowa, Nebraska, South Dakota and Minnesota with even more unsettled weather expected later in the week. Many streams may not crest until later this week as the floodwaters slowly drain.

Canada's Stanley Cup drought lives on as the Oilers fall short in their comeback bid against Florida

  • By STEPHEN WHYNO - AP Hockey Writer

Canada's Stanley Cup drought continues after the Edmonton Oilers fell short of coming back to win the final. They lost Game 7 to the Florida Panthers with Connor McDavid and Leon Draisaitl held off the scoresheet. The defeat came after the Oilers became the first team since the 1945 Detroit Red Wings to overcome a 3-0 deficit to force a deciding seventh game in the final. They could not join the 1942 Toronto Maple Leafs as the only ones to rally from that position to hoist the Cup. A team from Canada has not won it in 31 years and 30 seasons dating to the Montreal Canadiens in 1993.

A look at Julian Assange and how the long-jailed WikiLeaks founder is now on the verge of freedom

  • By ERIC TUCKER - Associated Press

News that the U.S. Justice Department has reached a plea deal with Julian Assange brings a stunning culmination to a long-running saga of international intrigue that spanned multiple continents and has had as its central character a quixotic internet publisher with a disdain for government secrets. An Australian editor and publisher, Assange is best known for having founded WikiLeaks, which gained attention for the 2010 release of almost half a million documents relating to U.S. wars in Iraq and Afghanistan. He's set to plead guilty to conspiring to unlawfully obtain and disseminate classified information relating to the national defense of the United States. Rather than prison time in the U.S., he is expected to return to Australia after his plea and sentencing.

Lawsuit challenges new Louisiana law requiring classrooms to display the Ten Commandments

  • By SARA CLINE and KEVIN McGILL - Associated Press

Civil liberties groups have filed a lawsuit challenging Louisiana’s new law mandating that the Ten Commandments must be displayed in every public school classroom. Plaintiffs in the suit filed Monday include parents of Louisiana public school children, represented by attorneys with the American Civil Liberties Union Foundation, Americans United for Separation of Church and State, and the Freedom From Religion Foundation. Opponents argue that the law is a violation of separation of church and state and that the display will isolate students, especially those who are not Christian. Proponents say the measure is not solely religious and has historical significance. In the language of the law, the Ten Commandments are “foundational documents of our state and national government.”

South Korea slams North Korea's fresh trash balloon launches and threatens loudspeaker broadcasts

  • By HYUNG-JIN KIM - Associated Press

South Korea has lashed out at North Korea’s resumption of trash-carrying balloon launches and threatened to restart anti-Pyongyang propaganda broadcasts. On Monday night, North Korea floated huge balloons carrying plastic bags of waste papers across the border in its fifth such campaign since late May. It was an apparent response to South Korean activists flying political leaflets via balloons. South Korean President Yoon Suk Yeol has called North Korea’s balloon activities “a despicable and irrational provocation.” The South Korean military said Tuesday that it's ready to turn on its border loudspeakers again in response.

Indonesia’s national data center has been compromised by a hacking group asking for a $8 million ransom that the government says it won’t pay. The cyberattack has disrupted services of more than 200 government agencies at both the national and regional levels since last week. The telecom company says it is working with authorities at home and abroad to investigate and try to break the encryption which made data inaccessible. Some services such as immigration ones have returned, but efforts continue at restoring other government services such as investment licensing.

Brazil was held to a 0-0 draw by Costa Rica in its Copa America group play opener. Although Brazil controlled play and outshot Costa Rica 18-2, the team known for decades of sublime offensive play was held scoreless by a defense led by goalkeeper Patrick Sequeira, who had to make just three saves thanks to Brazil’s erratic aim. Brazil also had an apparent goal by Marquinhos taken off the board in the first half after a lengthy VAR check. The result left Colombia on top of Group D after its 2-1 victory over Paraguay.

Connor McDavid has won the Conn Smythe Trophy as playoff MVP despite he and the Edmonton Oilers losing the Stanley Cup Final to the Florida Panthers in seven games. McDavid was the biggest reason the Oilers fought back from a 3-0 series deficit to get to Game 7. He was the first player to have consecutive four-point games in the final. His 42 points led all scorers in the NHL postseason and were five shy of the record of 47 set by Wayne Gretzky in 1985.

Vietnam's VinFast looks to tiny EV, priced at less than $10,000, to change its fortunes

  • By ANIRUDDHA GHOSAL - Associated Press

Vietnamese automaker VinFast has a big problem: It just can’t sell enough cars. Idle factories bleed money and the company's financial health is at stake. Vinfast is hoping its tiniest and cheapest car yet — a roughly 10-foot-long mini-SUV priced at $9,200 and called the VF3 — will become Vietnam's “national car" and win over consumers in Asian markets. Bad reviews and poor sales after VinFast plunged straight into the hypercompetitive U.S. market have compelled it to focus more on potential customers in neighboring countries. VinFast is building factories in Indonesia and India and considering launching the VF3 in the Philippines, Indonesia and Thailand as well as the U.S. and Europe.

Missouri, Kansas judges temporarily halt much of President Biden's student debt forgiveness plan

  • By JOHN HANNA - Associated Press

Federal judges in Kansas and Missouri have together blocked much of a Biden administration student loan repayment plan that provides a faster path to cancellation and lower monthly payments for millions of borrowers. The judges’ rulings prevent the U.S. Department of Education from helping many of the intended borrowers ease their loan repayment burdens going forward under a rule set to go into effect July 1. The decisions do not cancel assistance already provided to borrowers. In Kansas, the judge is allowing parts of the program applying to students who borrowed $12,000 or less remain in effect, but not parts for others. In Missouri, the judge blocked forgiving loan debt.

A Nevada judge is being asked to decide if a former Los Angeles-area gang leader will be freed from jail to house arrest on $750,000 bail ahead of his murder trial in the 1996 killing of hip-hop music legend Tupac Shakur in Las Vegas. Duane “Keffe D” Davis has been jailed since his arrest last September in the killing 27 years ago. His defense attorney wouldn't comment ahead of Tuesday's hearing. The judge in Las Vegas wants proof that funds for Davis' release are obtained legally. Documents say the bond backer is an insurance company in Morristown, New Jersey. Davis has pleaded not guilty to first-degree murder. His trial is scheduled Nov. 4.

Utah primaries test Trump's pull in a state that has half-heartedly embraced him

  • By HANNAH SCHOENBAUM - Associated Press

Republican voters in Utah are set to decide whether retiring U.S. Sen. Mitt Romney will be succeeded by someone similarly willing to challenge GOP hard-liners or a farther-right candidate who pledges to fall in line with former President Donald Trump. Tuesday's primary duel between GOP factions will test whether Trump’s influence and appeal have grown among Republican voters in Utah. The state is a rare Republican stronghold that half-heartedly embraced the former president in past elections. Suburban mayor Trent Staggs rode Trump’s endorsem*nt to a GOP convention nomination. He's hoping it will also propel him past the more moderate front-runner, U.S. Rep. John Curtis.
